Troy has 19 years of local government experience, most recently as city manager of the City of The Colony. Since his arrival in 2010, The Colony has maintained an extremely conservative budget approach, consistently lowering the tax rate and reducing the costs of doing business despite an increasing demand for services. The city is experiencing an historic period of economic growth, which includes the $1.5 billion Grandscape project, additional development at The Cascades, and new high-profile businesses such as TopGolf. Troy has a master’s of political science in urban affairs management and a bachelor’s of arts in political science from the University of Central Oklahoma. He is also an ICMA (International City Managers Association) credentialed city manager.
